Run a EXE on an event

Is it possible for you to add a feature to run a program(exe)/.bat file on an event

It is already there!

Open Shutter and find an Options button, click it. In the new window, open an "On Action Extra" tab. There you can specify a program which will be run when event is triggered. You can also play a sound or close windows by their titles.
