Hi,
Your filenames most likely contain a combined Unicode character instead of a single character "ä", i.e. two separate characters "a" and "¨" which are rendered on display as "ä".
To capture that combined character you can select it (copy & paste) from the actual filename and into Replace or Translit rule. It won't look any different to the one "ä" you typed manually, but it will actually be a different binary representation. Sneaky Unicode.
Both Translit and Replace rule work as expected.

You were perfectly right!!
The files were send to us from someone using a Mac. That might be the reason why.
Never tought about Unicode in filenames
