Start / close a program each day at specified time without activate sh

How can I schedule a program to close or start each day at a specified time without the need to each time turn the scheduler on again after a start / shut down of that program?

Have you tried using something like:

Events:
1) On Time: At 13:30:00
Actions:
1) Run Program: notepad.exe
2) Utilities: Pause for 1 seconds
3) Utilities: Restart events

You would also want to enable the following options:

* Save events and actions on exit, load on startup
* Start event monitoring when application launches
* Autorun at Windows logon
