Using shutter to edit a video

Hi,

I am looking at a way to be able to edit video remotley using a set of commands. Would it possible perhaps to wirte a script where you could run a video editor, pre-define start time and end time, save it in a certain video quality to a specified location?

This would be perfect for me.
