Not only Vista but all NT-based windows do this.

To give the user the right to write the settings:
Log in with admin rights and give the group "Users" the 'write' or the 'modify' permission for the ReNamer sub folder of the Program files folder.

1) Launch Windows Explorer.

2) expand 'Program Files'

3) Navigate to the ReNamer Installation Directory

4) Select the ReNamer directory and click the right mouse button and select the Properties or Security and Sharing option from the context menu

5) Select the Security Tab and select the Users Group (Click the Add... button to add the Users Group if necessary)

6) Ensure that the Write Permission for the Users Group is enabled by placing a check in the Allow column for the Write permission
