Modify CPU event to look for max limit + Add matching Action

Currently Shutter only looks for idle CPU (below specified limit).

How about modifying the event to look for the CPU load that goes ABOVE another specified limit?

We also need some Actions to go with it:
1. Pause/suspend certain processes when the load becomes too much.
2. Lower the priority of a resource-hogger process.

These Actions can also be used in reverse when the CPU goes below a threshold.

Now you can choose between Above and Below target usage. Try latest dev version.

But we still do not have the Actions to go with it.

We also need some Actions to go with it:
1. Pause/suspend certain processes when the load becomes too much.
2. Lower the priority of a resource-hogger process.

Having them would allow the user to have absolute control. (Currently he can only kill certain processes; not pause them or manipulate their priorities.)
