Allow comments on individual rule definitions

It would be useful if each individual rule definition dialog pane had a one line field into which one could type a comment describing what the purpose of that line was.  Then the rule display could look something like:

13  Replace first "Mon" with "-short-dayname-"             replace short dayname info                                                                       
14  Replace first "Tue" with "-short-dayname-"             with a placeholder which
15  Replace first "Wed" with "-short-dayname-"            we'll later replace by something else

Usually this would be more useful on the more complicated types of rule.
